Allen has a Master of Arts in Human Rights from Makerere University, and     Bachelor of Arts Sociology and History also from Makerere University. She is trained and experienced human rights defender and consultant, with 18 years of research experience in both qualitative and quantitative research.

Allen has supported National Union of Disabled Persons of Uganda (NUDIPU), World Bank Information Centre (BiC) Washington, UNHCR, AMREF, Oxfam, World Vision, Stop AIDs Now, Institute for Social Transformation (IST), UNDP, BUILD AFRICA, SIHA, Uganda Chartered HealthNet, and many others as a consultant and co-consultant respectively.
